E' entrato in servizio alla fine del 1938 per equipaggiare le squadriglie del Royal Air Force Coastal Command. Le competenze della Short, famosa per la produzione di idrovolanti da trasporto durante gli anni '30, hanno permesso di far nascere un velivolo robusto ed affidabile per adempiere egregiamente ai compiti di pattugliatore e ricognitore marittimo. I 4 motori radiali Bristol Pegasus da 1.065 HP e la robusta struttura con scafo centrale garantivano al Sunderland una buona flessibilità anche per gli impieghi a lungo raggio ed in ogni condizione meteorologica. Il Sunderland, grazie anche al carico offensivo che poteva trasportare, costituito da bombe di profondità, venne impiegato con successo nelle operazioni antisommergibile durante la "battaglia dell'Atlantico" rivelandosi, di fatto, un valido contrasto agli "U-Boote" della Kriegsmarine
